Sovereign immunity is the ultimate King’s X—except when it isn’t.  This topic will assess immunity’s substantive and procedural protections, and explore the various legislative waivers and common-law exceptions that may open the door to claims against the government for legal and/or equitable relief, including recent developments in the law.
